Window Grants & ECO4 Funding Clerkenwell — Who Qualifies

Window Grants ECO4 Clerkenwell

This guide explains how window grant schemes work for homes in Clerkenwell, and what they will and will not pay for. It is for homeowners and tenants who want a plain answer before they spend time on forms. You will learn which schemes exist, who tends to qualify, how to check, and how to avoid cold callers who promise free windows.

We are a window installer, not a grant body. We cannot decide who gets funding, and we never promise it. What we can do is point you to the right place to check, and help with the facts the scheme asks for.

Who qualifies — and who does not

Window replacement is only funded in specific circumstances, and most households will not qualify on windows alone.

Scheme rules change — always confirm current eligibility before relying on this page.

What Window Grants Can and Cannot Cover

Most help with home energy costs is aimed at the measures that save the most heat for the money. That means loft and wall insulation, heating controls, heat pumps and solar panels. Windows come further down the list.

In practice, that means:

  • Windows are rarely funded on their own. Where they are covered, it is often as part of a wider package of work.
  • Single glazing is the main target. Homes that already have double glazing are very unlikely to get help to replace it.
  • Income and home type matter most. Most schemes focus on low-income households and homes with a poor energy rating.
  • The scheme picks the installer. Funded work is often done by firms approved for that scheme, which may not be us.

So it is worth checking, but plan as if you will pay for your windows yourself. If help comes through, it is a bonus.

ECO4 and What Comes Next

The Energy Company Obligation, known as ECO4, was the main scheme in Great Britain for some years. It required large energy suppliers to fund energy-saving work in the homes of low-income and vulnerable households. It was set to end in March 2026. The Great British Insulation Scheme ran on a similar timetable.

The government has said that help for home energy upgrades will move to new arrangements under its Warm Homes Plan. The rules, the funding route and who qualifies may differ from ECO4. Some ECO4 jobs agreed before the deadline may still be finishing. New applications under ECO4 itself are unlikely to be open.

Because this is changing, we do not list exact rules on this page. Always check the latest position with the scheme or your council before you rely on any of it.

Council and Regional Schemes

Councils often run their own help, using money from central government. In England, this has included the Warm Homes: Local Grant for low-income homes with a poor energy rating. What each council offers, and when, varies a great deal.

Elsewhere in the UK, the routes are different:

  • Scotland: Home Energy Scotland gives free advice and runs the Scottish Government's grant schemes.
  • Wales: the Welsh Government runs its own scheme for low-income households, known as Warm Homes Nest.
  • Northern Ireland: the Housing Executive and NI Energy Advice offer help and advice.

For homes in Clerkenwell, your first call should be to Islington Council. Ask for the housing or energy team. They will know what is open now, who it is for and how to apply. Some councils also offer small repair grants for older or disabled residents. These may cover a failed window that is unsafe, but not a full upgrade.

How to Check If You Qualify

Follow these steps before you sign anything:

  1. Check your benefits and income. Many schemes start with whether anyone in the home gets certain means-tested benefits, or with a household income limit.
  2. Find your energy rating. Look up your Energy Performance Certificate on the official EPC register. Homes rated D to G are more likely to be in scope.
  3. Contact the scheme or your council. Use the link in the box above, or call Islington Council. Ask whether windows are covered at all for your type of home.
  4. Ask about tenure. Owners, private tenants and social tenants are treated differently. Tenants need the landlord's consent.
  5. Wait for a written answer. Do not book work or pay a deposit until the scheme confirms in writing what it will fund.

If you are told you qualify, the scheme will usually send its own assessor to survey the home. They will decide which measures to fund. Windows may or may not be on that list.

How to Spot Grant Scams

Grant schemes attract cold callers. Some are real firms using hard sales tactics. Some are scams. Be wary if anyone:

  • Calls, texts or knocks uninvited and says you qualify for free windows.
  • Asks for a fee to "process" a grant.
  • Pushes you to sign on the day.
  • Will not give a company name, address and registration details.
  • Claims to be from the government or your energy supplier without proof.

Real schemes do not charge you to apply. If in doubt, hang up and call the scheme or your council on a number you have found yourself. Check that any installer is registered with FENSA or Certass, or a similar body, so the job is certified under Building Regulations. Report scams to Action Fraud.

If You Do Not Qualify

Most homeowners will not get a grant for windows. There are still ways to keep the cost down:

  • Replace the worst windows first. Start with single glazing or rotten frames, and do the rest later.
  • Fix, do not replace. A misted unit can often be swapped for a new sealed unit, and a worn seal or hinge can be repaired. See our window and door repairs page.
  • Think about secondary glazing. It adds an inner pane and suits listed and period homes. See our secondary glazing page.
  • Choose the frame with care. Our uPVC vs aluminium guide explains how frame choice affects cost.

We fit A-rated windows as part of our main double glazing service, and our energy efficient windows guide explains what makes a window perform. Every job gets a written, fixed quote after a free survey. Payment stages are set out in that quote. You can request your quote here. Our how we work page explains each step, from survey to aftercare. Work is registered with FENSA and backed by a 10-year guarantee.

Frequently Asked Questions

Who is eligible for help with new windows?

It depends on the scheme in force at the time. Most help goes to low-income households, people on certain benefits, and homes with a low energy rating. Even then, windows are often not included, as insulation and heating come first. The only way to know is to check with the scheme or Islington Council. We cannot confirm your eligibility.

How long does a grant application take?

It varies a lot. A first check by phone or online can take minutes. If you are referred on, the scheme will need to see proof of benefits or income and send an assessor. That can take weeks or months, and depends on demand and funding. Do not book work until you have a written answer.

Can a homeowner choose their own installer under a grant scheme?

Often not. Many schemes use their own approved installers and decide who does the work. Some council schemes let you pick from a list. Ask the scheme before you get quotes. If you pay for your windows yourself, you can choose any installer, but check they are registered so the job is certified under Building Regulations.

What happens if a grant application is refused?

Ask the scheme for the reason in writing. Sometimes a missing document is the issue, and you can apply again. Your situation may also change, or a new scheme may open with different rules. Check again with Islington Council from time to time. In the meantime, you can still replace your worst windows first and do the rest later.

Do new windows need planning permission?

In most houses, like-for-like replacement windows do not need planning permission. Flats, listed buildings and homes in conservation areas may need consent. All new windows must meet Building Regulations, which a registered installer can certify for you. This is the same whether or not a grant helps to pay for the work.
